The other thing to consider is that the Palmer regs are often quite touchy with regard to adjustment. I got a palmer pursuit regulator on eBay for about $25. I also got a paintball remote line and some high pressure hose for $15, and a harbor freight pressure regulator for $5. What about a full-bore aluminum (or even lead) foster slug tipped with a long pointy piece of HSS? Perhaps gently glued into a hole in the nose of the slug so as to be able to break off and fully penetrate the target?

I suspect a muzzle brake/flash hider would remove any effects of muzzle blast yawing the projectile. I have used 2" EMT on my hybrid up to about 8x. I believe the stuff I have is fairly smooth. There is definitely a visible discontinuity, but I don't think you can feel it much.
