High Pressure Tank and Regulator Help

What are the best materials for a high pressure tank? Could PVC pipe work? And where would you put the regulator?

Okay I looked up compressed air regulators. If I read correctly, they limit the output pressure at fixed or variable levels. My only concern is my current prototype (only has one tank) is being used with only 50-60psi. Would limiting output to 40 leave enough air in dual tank design for two shots?
