It should be fine if you warm it slowly for quite a while.
Although I'm unsure about the long lasting effects of cold weather on PVC, isn't 30F way below freezing?

Should be fine yeah, it's 3/8" so it will have more flow than a regular blowgun. To make it work efficiently though, you'll have to pull the lever fairly fast because it says:
The outlet flow can be regulated by varying the pressure on the hand lever.

I think you'd be be going so overkill if you were piloting a 28mm piston with a 15mm one. Go QEV with custom bit.

They're rated for 17 bar, but I'm sure they'd work at much higher pressures quite well.

Why not put a Check Valve inside of the shaft?
You could compress the air already inside the pump body and allow new air to flow in on the upstroke.
