There is a few threads around about this and I think there is only one mention of a successful build on this idea. The problem with it is how to and when to deploy the parachute. Along with getting good range out of it. If someone could build a really good working system, it would be really cool I think.

your 4.6 mm diameter sounds really small! I think you should think of a cartidge idea that shouts it out.

Is the barrel really 4.6mm and not 46mm?
Ammo with a parachute will always be a challenge to fit into even a 50mm barrel. One solution would be to make a shell that goes over the barrel instead of into the barrel.
Perhaps take a piece of foam pipe insulation and mount the parachute container on top. Build the gun so the OD of the barrel is the same as the ID of the pipe insulation. Slide the round over the outside of the barrel to load. You gun is now essentially all chamber, the "barrel" is the foam pipe.
An advantage of this approach is that the round will be nose heavy and the foam pipe will act as a tail. A parachute round won't work very well if it is tumbling when the chute deploys.
Since the round is never in the barrel the parachute container and release mechanism can be as large as you want. Parachute deploying mechanisms used for water rockets, like a "Tomy timer" or "air-flap", will work. Heck the entire assembly could just be a parachute equiped water rocket (basically a 2L plastic soda bottle) with the foam pipe added to the butt.
