So I was looking at the many chemicals offered online, (E.g. KNO3,) and sulfur, well i came across this seller naturally as he was one of the better deals. He requested a divers license because he assumes all buyers are under 18, i just dont see where he has the jurisdiction to do this. Can he do this???

If you order chems from a supplier online, they will require you to be an educator and need an ID for "reagent grade" chemicals, even sucrose.

Either find someone over 18 to order it for you, or purify dusting sulfur.
Although, if you are just making rockets and smoke mix, regular garden sulfur will be just fine, trust me.

Theres nothing that says that he can't. Basically if you don't want to show him your identification, then don't buy from him.
Im actually not surprised this guy is doing this. There has been a major lawsuit against a chemical supply dealer by the govenerment for lack in sequrity and the possibility of selling materials to make salutes and illegal exploding devices. Personally I think this guy is being smart by doing this, because he is protecting his own ass so that if the FBI questions him, he can rightfully say he sold the chemcials to an adult and can provide information on that buyer.
This is just an example of how the government thinks its citizens can't think for themselves and trys to ruin every ones fun because a few dumb people screwed up.

He said if you message him and type in a improper way.
So when you message him, use proper grammar, spelling and punctuation.

Of course he can. He can do whatever he f'ing pleases. He can only sell to left handed Martians if he wants. Why would he have to sell to you?

Besides, Ebay has all kinds of restrictions on what can be sold on Ebay, why can't a seller have their own restrictions?

(Try to find a listing for an item with the word "radioactive" in it on Ebay.)

I thought that eBay had an over-18 limit anyway...

Have you been lying about your age to a computer?

Indeed it does, I just signed up a couple of weeks ago. I needed to have my dad make the account because I am 14.
Just purify the stuff that those chemicals are sold under, i.e. stump remover
-> KNO3

LOL. Does it matter anyways, kids who arent 18 do buy stuff anyways, or they have older kids buy things such as cigarettes easily, my parents will let me buy this stuff any ways, ill just make my own account tho, it doesn't matter.

Ooops, forgot to answer the question:

I don't think that they are legally allowed to. This whiffs of potential ID fraud to me.
