We took compound bows fishing about 2 weeks ago (mind you were shooting carp) and the game warden looked at us, laughed and walked on by. Ive even heard they will pay you to take out the carp
I don't think i will have a legality problem.

I do believe I will. But for some reason I don't think carp are even considered "game".

Gamefish or not, down here using a mechanically operated spear (bows with appropriately tipped arrows don't count) from a boat or land to take ANY fish is illegal. Bowfishing (very popular down here) and spearfishing while skindiving (not so popular, clear water is hard to find locally) is legal(for certain kinds of fish in certain areas). The laws may be different where you are, but I doubt it. Game wardens don't mess around.
That being said, thats a solid cannon you got there. Any plans for CO2?

I will have to be careful then. My friend got me some 65lb fishing line for it but I'm not sure what tension rating is necessary. Possibly a modified arrow as a projectile might be more acceptable?
Anyway, I plan to use either a bunch of 12g C02 i have around(just need the adapter) or my friend has a Scuba and HPA tanks for Paintball i could reg down.
Thanks for the kind words of advice

I modified a bowfishing arrow by jb welding on a sort of permanent sabot that fit my barrel, it worked like a charm. As for the line, proline 100lb test, if I remember correctly. Donkey strong and pretty light.

I really need to design a better harpoon but right now it shoots and goes sideways and such. Usually shot at about 120PSI and line comes out perfectly!

no but i plan to shoot into water. there is some crazy friction thing if you fire a projectile in a sealed air "barrel" then it breaks into the water.
I believe that is why real harpoon guns use elastics.
