It won't shock you because you're not completing a circuit when touching only one piece, if you touch the other screw, or most other electrical parts of the camera (including the battery leads) at the same time, you'll get zapped.
Nice electrically simple (though mechanically complex) camera ignition, I added a short description to the camera flash wiki article.

I will put up a how-to shortly. I have not had any problem with the o-ring sealing. Or at least not any that i have noticed. I have shot the cannon about 20 or so times and didn't have any problem besides having to change battery.
