I would say that many things can be used as "solid propellent"*, there have been explosions in flour factories as well as the well known coal mine blasts.
Lots of materials will "flash" if they are in the right mix and are exposed to a source of ignition.
If you could establish the right mix there would be no reason why it could not be utilised in a spudgun.
*Term still to be verified.
Edit: Maybe these factories actually ddt? They are very large.

Like as if they have been cremating diabetics...
People died in this incident you know...
The " sweet" part seems a bit inapropriate.
But on that note....
People are not considered solid propellents...they do tend to get rather crispy though..I guess you could call that solid...

The rules say flour isn't a soid propellant.
So I assume for this case that sugar isn't either

Sugar dust is totally a solid. So is flour, it will due the same thing. The Domino's plant in Baltimore recently had a similar explosion, but not as bad. Turns out a welder was welding a patch on a dust collector hood and a spark set it off.

I dont think this is suprising. Its like the classic science expierement. Try to ignite cornstarch, then blow it through a paper tube over an open flame.
