IMO, not a practical design to achieve performance.
The article states that a swing radius of 6in spinning at 20krpm will deliver a velocity of over 5,000fps. It won't!

Dividing 20,000 by 60 only gives 333 revs per sec.
The article claims a muzzle velocity of only 25 feet per sec.

The Mythbusters did something similar to this. They built a steam machine gun. It used an air impeller to spin a piece of pipe and they fed ball bearings into it through a hollow axle. They spun it up to about 3000 rpm I believe.
It wasn't very effective. It couldn't "injure" their ballistics gel dummy at long ranges. They never figured out it's velocity, but I'm guessing it was about 320 fps(3000rpm & ~1ft radius).
