Yes hop-up mechanisms are supposed to be placed on top of the barrel. this is to create the backspin. What JSR showed, was originally intended to slow down the ROF of a BBMG, not act as hop-up. If placed on top though, it would probably work.

is there a way to use if for both? meaning getting alot of power AND accuracy out of the gun.

Of course, as long as your barrel is a tight fit, the mechanical detent alone should give you hop-up as well as ensuring that when the BB does start to travel along the barrel, it's doing so with the maximum available pressure pushing it. and for that I would put the mechanical hop up on the top?
