Ok, here is my question: I keep seeing these cheap co2 regulators and i was wondering if it could be used... anyone ever had any experience with them? I know that I should just get a palmer reg or sum thing but we all know how expensive they are...

I've never used one, but I can't see the output pressure being very high.
If it were more than 3-4psi, it would be blowing your fish and plants around. Aquarium air pumps are around 4psi.
Some guys are using a co2 regulator designed to run nailers. I think they would have "standard" threads allowing the use of paintball tanks, but I don't know for sure.
The Palmer unit does frequently get recommended when the subject comes up.
Save your money and buy something which you KNOW will work. It is frequently the less costly route.

yes it should work aquarium regulators are like any regulator, that's actually pretty cheap for an aquarium regulator, but I'm sure it's not that reliable, but it's cheap
aquarium regulators only put out 50 or 60 psi at the most, and normaly only put out 15 to 20 psi depending on how many plants in the aquarium and how large the aquarium. i recomend either a palmers reg or the kobalt reg, and yes paintball tanks will fit it including hpa tanks used in paintball.
