It'll work, but that's way to complicated. Here's an image of a very simple one. Drill and tap through two layers of PVC for added protection and durability of the fittings.

so it has 2 different sizes of pipe in the middle? how does air go in?

Air goes in (from a compressor) through the schrader and the pressure is monitored by the gauge. The output will usually have some sort of valve to transfer some of the air into the launcher.

As far as the pipe sizes, the diagram is of only one sized pipe that is capped at both ends.

there is two layers or pvc because the hole goes through the endcap and the pipe,

I have no idea why you have all those end caps in your diagram 03-Z,
also a tank made from 7inches of 3" pvc won't supply much air, What are you using it for? if it's a spud gun how big is the chamber?

does it have to be made from PVC ?? you can use Co2 Fire extinguishers or any other metal vessels with high pressure rating instead
