If you're using Windows, just open it with paint, use the handles to make it smaller, then save it. Or right-click, open with > Microsoft picture manager. Go to the picture menu at the top > compress pictuse > web page display.
Windows should already have boththose programs.

Haha, yea messages have to be a certain length. That Microsoft Office picture manager software works better than paint, but not all computers have it.

 Works better than paint?!
Blasphemy! Nothing works better than paint; yours is the statement of a novice.
Er, or not. The readings of the ancient texts is an imprecise art.
Either way, there is little need for anything more extended than paint for most useful tasks.
To reduce the size and/or file-size of a photo:
1) "control-w" and reduce size
2) select section (everything you want should be within the box), and slide this into the upper-left corner until the top and left boundaries are where you want them.
3) drag the lower-right corner until the right and bottom boundaries are where you want 'em.
4) save as a compact file format, such as .jpg/.gif/.png
done

I'm just quite partial to more powerful photo editing programs. I adore Fireworks. And I find that more powerful programs tend to do a better job of compressing the image whilst keeping the quality good. Paint makes it grainy sometimes.
