Many (most?) lawn mowers and other small ICE engines dont' have an ignition coil. If you follow the spark wire back you'll usually get led to an inductive generator running off the flywheel.
I understand you want something small but a 65kv stungun is the way to go. It cost me $18 total. $2 was for the camera flash I found at a Salvation Army store. It was a pain in the ass to set it up so tossed it and got a stungun on ebay. It took a few minutes to solder the wires and a few more to install the screws for the spark gap. I used the original case and "velcroed" (so I can use it on others)it to my launcher. It's a little more expensive but you can incorporate it into a handle.
