Where can I find a 4" to 1.5" PVC reducer bushing? I have already been to my local Lowes and Home Depot but I found nothing. I know they exist because I saw another potato cannon made with one.

Mattmp.... Down here in the southeast, you'll probably have to find a local plumber's supply to find pressure rated bushings over 2". Lowe's carries pressure fittings up to 2", but that's it. I had to buy a 4" to 2" bushing, then buy a 2" to 1" bushing. You could do the same, just buy a 2" to 1-1/2" bushing.

Yeah, McMaster, I know... but if he can find a local plumbers supply in his area, and there should be one around north of Atlanta, it would be a whole lot cheaper spending $3, ... than $3 plus shipping... :D
