THe valve is called a QEV. You can't build them, you have to buy them.

He used a 1/4 inch QEV(It says in the description). It is just random parts he had laying around, so He probably couldnt even give you a parts list. You can find them at you local Fastenal Equipment, or a hydraulics store. Next time, use the Search function and the Wiki Button.
Edit-He used
6 Inches of 1/2 inch Galv. Steel
A 1/2 inch threaded 90* elbow
1/2 inch-1/4 inch bushing
5/16" Brakeline
1/4 inch "T"
(3) 1/4 Inch nipples
A Female Quick connect
1/2 inch endcap
Blowgun Valve

Mc Master Carr has them I think (not really into the whole QEV scene as they would cost so much to ship to New Zealand). What you gotta do is make a camber and connect that to the in port. They you put a barrel on the out port (or a piston valve). Lastly you put a pilot (eg a blow gun valve) on the pilot port.

This is where I bought the QEV that is used on that gun. If you live in the U.S. there is a good chance that they have a store near you, if not, you could try McMaster.
The blowgun is used to pilot the QEV.

A QEV is just a piston or diaphragm valve that is commercially made to release air quickly. They come in all shapes and sizes.
Which is better depends on a huge amount of factors.

hmmm lets put it like this...
every dog is an animal but not every animal is a dog
it the exactly the same with QEVs&piston valves
Every QEV is a piston valve but not every piston valve is a qev...
a QEV is just a piston valve that you can buy..
you can build your own piston valve if you want to (or if you can't find QEVs in isreal)... it's easy if you understand how they work... look here --> piston valves
I have this model of a QEV valve http://www.teamonslaught.fsnet.co.uk/qev.jpg (it's one of the most popular type/model in europe) and I use it at up to 500 psi and they are fine at such pressures...
