These pirates want EASY targets, they are in it for the ransom, not for the goods... Dead hostages are worth zipzeronada, same for damaged cargo/ships... Not to mention, They know that as soon as they start killing people/destroying payloads they have put a great big target on themselves... You don't have to make it impossible for them to hijack/board ships, you just have to make it "not easy"...
That being said, once the hijacks and the ransoms are reduced, they will become more aggressive/dangerous to the point of requiring military intercession to totally eliminate piracy...

I wonder if those gag exploding golf balls (no actual unmentionable products involved) would survive a pneumatic launch and make it to target intact?
Loaded with CS2 they might prove somewhat effective as a "distraction".

That does pose a question though... Are there any standard industrial chemicals that don't pose too many safety issues (for the user) that would have similar effects? I mean, you can't justify having CS, but you could justify having [wonder chemical].

I think it's about taking down their ship...If it's really going to hit them and make them ALL stop and turn around it will likely have to be lethal. Getting a marble/bearing sniper on the otherhand (if it is accurate) would make it a relatively simple task to take down their ramshackle boats...a couple holes in the hull here and there. Don't ask me how they'd live after their ship sinks hundreds of miles from shore...I hate to say it about anybody but the world would really just forget about them.

Sure... There are lots of things you can make nasty concoctions out of. But when it comes to such things you MUST assume that there will be an accidental spill.
